Ukraine and Czech Republic Agree on Joint Efforts to Build Protective Shelters in Frontline Areas

High-Level Meeting with Czech Delegation

According to МВС: Deputy Ministers of Internal Affairs of Ukraine, Oleksiy Sergiyev and Kateryna Pavlichenko, met with representatives from the Czech Republic to discuss advancing collaboration within the international Civil Protection Shelter Coalition for Ukraine. Participants included officials from Ukraine’s Ministry of Internal Affairs, the State Emergency Service, the Czech Embassy, and Czech companies. The discussions focused on the construction and technical outfitting of protective shelters, building standards, as well as financing and implementation of shelter projects in regions near active conflict zones.

The Civil Protection Shelter Coalition

This coalition brings together 12 partner countries and 4 international organizations. Its strategic plan for developing civil protection shelters extends through 2034. To date, over €22 million has been pooled within the coalition. Twelve shelter construction projects have been selected for schools and healthcare facilities in frontline areas, with funding approved and work underway for eight of these initiatives.

The meeting also resulted in an agreement to continue dialogues involving the State Emergency Service to further coordinate efforts.

This engagement highlights the critical role of international cooperation in civil protection amid Ukraine’s ongoing armed conflict. Beyond providing technical and financial assistance, the shelter coalition reinforces safety in the most vulnerable frontline regions. The fact that multiple projects have already moved into the implementation phase demonstrates the coalition’s effective partnership and commitment to enhancing civilian security.
