According to Главком: A concrete action plan has been agreed upon by Ukraine and the European Union to unify their respective public digital infrastructures. The Ukrainian Ministry of Digital Transformation and the European Commission have formally aligned on a roadmap to implement the Interoperable Europe Act. This document outlines both the technical specifications and legal frameworks required to bring Ukrainian systems into compliance with EU regulations. The full synchronization of these digital systems is targeted for completion by 2027.

As part of this initiative, the e-Governance Academy will be brought in under the DT4UA program to support the collaboration. To ensure a smooth integration, Ukraine must pass a dedicated interoperability law and establish a National Interoperability Framework. The plan also calls for integrating Ukraine's proprietary digital solutions into the European catalog of open-source software and for the country to participate in joint EU digital projects.

Cybersecurity Measures and Deeper Ties

Beyond system integration, Ukraine has been granted access to the EU's emergency cyber support mechanisms, and the Council of the EU has approved the country's inclusion in the European Union's Cybersecurity Reserve. Oleksandr Zakusylo commented that

“once the integration is complete, European authorities will be able to retrieve necessary data from Ukrainian registries much more quickly.”

These developments underscore Ukraine's ambition to forge a closer digital relationship with the European Union.

This joint plan marks a significant milestone in modernizing public services and boosting their efficiency. A successful rollout will not only improve data exchange between Ukrainian and European institutions but also strengthen Ukraine's own cybersecurity posture by granting it access to EU resources.
