High-Level Dialogue Between Ukraine and Estonia

According to Мінфін: Olga Zykova, Ukraine’s Deputy Minister of Finance, engaged in talks with Mariin Ratnik, Estonia’s Deputy Secretary of State at the Ministry of Foreign Affairs and Special Envoy for Ukraine’s Recovery. Their discussions centered on Ukraine’s financial requirements for 2027 and Estonia’s commitment to support through World Bank initiatives.

Commitments to Financial Assistance

Estonia is backing Ukraine via mechanisms such as the SPUR 1.0 recovery program. Additional funding is anticipated through the IDA Crisis Facility 2.0, a crucial tool designed to mobilize crisis response financing. The upcoming SPUR 2.0 program offers a tripling effect on partner contributions, significantly leveraging available funds. Estonia is also exploring the possibility of increasing its financial contribution to this initiative.

A major focus of the meeting was securing war risk insurance for investments through the World Bank Group’s agency, MIGA. This insurance primarily aims to protect small and medium-sized enterprises (SMEs) and logistics infrastructure amid ongoing uncertainties.

The session concluded with coordinated preparations for the Ukraine Recovery Conference (URC 2027) scheduled to take place in Tallinn. Emphasis was placed on developing a clear framework for recovery needs to attract targeted investment.

The dialogue between Ukrainian and Estonian officials underscores sustained international collaboration in Ukraine’s post-conflict rebuilding efforts.

By reviewing financial tools like SPUR and the IDA Crisis Facility, international partners are working to ensure Ukraine has access to vital recovery funds.
