Ukraine and Romania Commit to Enhancing Transit and Border Infrastructure in New Agreement

Memorandum of Understanding Signed to Boost Cross-Border Cooperation

According to Рубрика — Суспільство: At the Carpathian Economic Forum, Ukraine's Minister for Restoration, Infrastructure, and Transport, Mykola Kalashnyk, and Ionel Scriostianu, State Secretary of Romania's Ministry of Transport and Infrastructure, signed a Memorandum of Understanding aimed at strengthening collaboration between the two nations. This agreement focuses on ensuring reliable transit of Ukrainian goods and advancing border infrastructure development.

The memorandum, formalized during the forum, builds upon an updated Strategy for the Development of Border Infrastructure shared by Ukraine and Romania. This strategy addresses emerging challenges and evolving demands in freight and passenger transportation, outlining joint initiatives to improve transport routes, including:

• Upgrading and expanding road checkpoints and access routes;
• Enhancing rail connections;
• Streamlining border control procedures;
• Increasing capacity for transshipment of Ukrainian cargo in Romanian ports.

The refreshed strategy covers 17 border crossing points, introducing 10 new proposals. The next phase involves implementing infrastructure projects and securing funding. Both countries plan to coordinate simultaneous infrastructure upgrades on either side of the border to boost throughput capacity.

The Strategic Role of the Romanian Corridor

Minister Mykola Kalashnyk emphasized the critical importance of the Romanian route for Ukrainian logistics amid the ongoing full-scale war.

“Our current priority is to support the systematic development of the entire transport corridor: border crossings, access roads, railways, and port infrastructure. The signed Memorandum outlines specific directions for this work. Increasing border capacity and establishing stable, predictable routes for Ukrainian businesses to the European Union and Romanian ports is essential,”

the minister stated.

This Memorandum of Understanding marks a significant advancement in strengthening economic ties between Ukraine and Romania, especially given the current challenges facing Ukraine's economy. Considering the vital role of the Romanian direction for Ukrainian exports, successful implementation of joint projects and infrastructure modernization will greatly enhance logistical capabilities for Ukrainian companies. Furthermore, this cooperation supports Ukraine’s deeper integration into European markets and contributes to regional economic development.
