Stages of the Response Strategy
The plan mandates a response within 24 hours of any violation. The first stage involves diplomatic warnings and defensive actions by the Ukrainian military. Should the situation deteriorate, the second stage would activate a "coalition of the determined," comprising most EU nations, the United Kingdom, Norway, Iceland, and Turkey. If an attack escalates further, the third stage would trigger a response involving U.S. military forces within 72 hours. Currently, a Ukrainian delegation is in Abu Dhabi for international consultations scheduled for February 4-5. Prior to the trip, the Ukrainian president convened a meeting with the negotiation team to discuss strategy for these critical talks, which are seen as a key diplomatic effort to maintain international pressure on Moscow.
