According to ХВИЛЯ: On November 23, 2025, a meeting took place in Geneva between representatives of Ukraine and the United States, during which the parties discussed the American peace proposal to achieve peace in Ukraine. Both sides acknowledged the consultations as productive and prepared an updated and revised framework document on peace.

Peace Plans: USA and European Union

The peace plan proposed by US President Donald Trump includes 28 points, among which:

  • Refusal of Ukraine's accession to NATO;
  • Maintaining the country's non-nuclear status;
  • Limiting the army size to 600 thousand people;
  • Recognition of Crimea, Donetsk People's Republic and Luhansk People's Republic as Russian territories;
  • Cancellation of sanctions against Russia.

At the same time, the European Union's plan for resolving the conflict consists of 24 points, including:

  • Negotiations on monitoring compliance with the ceasefire;
  • Return of all displaced children;
  • Exchange of prisoners of war;
  • Territorial negotiations;
  • Provision of legally backed security guarantees to Ukraine.

During the meeting, the parties confirmed that any future agreement must fully respect Ukraine's sovereignty and ensure a stable and just peace. The discussion demonstrated significant progress in aligning positions and defining clear next steps.

Ukraine and the United States agreed to continue intensive work on joint proposals in the coming days, indicating readiness for further cooperation towards peaceful resolution of the conflict.

This meeting is an important stage in the peace negotiations regarding the Ukrainian conflict, which has been ongoing for several years.

Both parties, acknowledging the complexity of the situation, demonstrate the intention to find compromise solutions.
