According to Главком: In 2025, Ukraine ranked among the top ten countries globally for the largest defense budgets, allocating $44.45 billion to military needs. Worldwide defense spending hit an unprecedented $2.6 trillion. A key feature of Ukraine's defense outlays is that they represent 21.19% of its gross domestic product (GDP), the highest proportion of any nation.

Leaders in Defense Spending Volume

Among the leaders in defense spending volume, the United States tops the list with a budget of $921 billion, equivalent to 3.01% of its GDP. China ranks second with expenditures of $251.29 billion (1.3% of GDP), and Russia is third with a budget of $161.18 billion, accounting for 6.34% of its GDP. The subsequent positions are:

  • Germany with $107.31 billion (2.14% of GDP)
  • The United Kingdom with $94.26 billion (2.38% of GDP)
  • India spending $78.31 billion (1.9% of GDP)
  • Saudi Arabia at $72.53 billion (5.72% of GDP)
  • France at $70 billion (2.08% of GDP)
  • Japan at $58.91 billion (1.38% of GDP)

Ukraine leads the world in the share of GDP dedicated to defense, exceeding 21%. Prior to 2022, the country's annual military spending was estimated at just a few billion dollars. For 2026, the Ukrainian government has approved a defense budget increase to 4.367 trillion hryvnias, roughly $99 billion-a 63.5% rise from the previous year.

Ukraine's armed forces total 677,000 personnel, making it the sixth-largest army globally. According to the Global Firepower index, Ukraine ranks 20th worldwide. Experts observe that during wartime, the defense share of GDP typically grows, placing additional strain on the civilian economy. As Mark Cancian noted,

“During war, the share of spending in GDP usually increases, which in turn puts pressure on the civilian economy.”
