Fourth Ukraine-EU Intergovernmental Conference

According to НБУ: On October 13, 2026, Luxembourg hosted the fourth Intergovernmental Conference between Ukraine and the European Union, where Ukraine officially commenced negotiations on Cluster 2, "Internal Market," and Cluster 3, "Competitiveness and Inclusive Growth." This milestone marks a critical step in Ukraine's path toward EU integration, as it involves aligning Ukraine’s financial legislation with EU standards.

Alexey Shaban, Deputy Governor of the National Bank of Ukraine (NBU), participated in the Ukrainian delegation. The NBU plays a pivotal role in coordinating inter-agency cooperation concerning the free movement of capital and financial services within Cluster 2, as well as economic and monetary policy and consumer protection in Cluster 3.

NBU’s Principal Responsibilities in the Open Clusters

The NBU's main areas of accountability under the opened clusters include:

  • Sections 4 "Free Movement of Capital" and 9 "Financial Services" (Cluster 2) – overseeing inter-agency coordination at the national level;
  • Sections 17 "Economic and Monetary Policy" and 28 "Consumer Protection and Public Health" – enhancing the NBU’s independence and strengthening consumer rights protection in financial services.
"The initiation of these negotiations represents a defining moment on Ukraine’s EU integration journey. There is significant work ahead to harmonize financial legislation with ambitious deadlines. The NBU’s focus lies in ensuring free capital movement, implementing EU financial services directives, establishing European-level consumer protections, and reinforcing the bank’s autonomy." Alexey Shaban

Shaban also emphasized that deepening integration will not only boost Ukraine’s economic resilience but also create new opportunities for business growth and improve citizens’ welfare.

To date, Ukraine has launched negotiations in four out of six clusters within the Eurointegration framework, reflecting tangible progress in its relationship with the European Union.

This expansion of negotiation clusters highlights Ukraine’s committed trajectory toward EU integration, which carries significant implications for the country’s economic development and its standing on the global stage. Progress in Clusters 2 and 3 is expected to enhance the investment climate and raise living standards for Ukrainians. Successful fulfillment of the NBU’s responsibilities will be a crucial stride toward Ukraine’s European integration ambitions.

As Ukraine continues to make strides in its EU integration efforts, the recent opening of two key negotiation clusters serves as a vital step toward achieving alignment with the EU's single market. This development not only enhances Ukraine's economic framework but also underscores the importance of ongoing reforms.
