Ukraine Seeks International Legal Assistance

According to Главком: Ukraine's Prosecutor General's Office has formally requested legal assistance from Israeli authorities, demanding the arrest of the cargo ship Panormitis and its load. According to Prosecutor General Ruslan Kravchenko, the documentation package for the vessel's seizure has already been handed over to Israel. The ship is carrying grain that was partially taken from Ukraine's temporarily occupied territories, following a transfer from another vessel. This move is part of Kyiv's efforts to disrupt what it describes as a Kremlin-operated scheme to launder stolen Ukrainian agricultural products.

The Panormitis Situation

The Panormitis is currently heading to the port of Haifa, where it reportedly arrived around 01:07 AM local time on April 27. Its cargo consists of 6,200 tons of wheat and over 19,000 tons of barley. Investigators have documented instances of the vessel illegally entering Ukraine's closed ports, which constitutes a serious violation of both Ukrainian law and international maritime regulations. The pre-trial investigation is being conducted by the Security Service of Ukraine (SBU) under the procedural supervision of the Prosecutor General's Office.

Since the start of Russia's full-scale invasion, over 1.7 million tons of agricultural products-valued at more than 20 billion Ukrainian hryvnias-have been illegally removed from Ukraine. Israeli Foreign Minister Gideon Sa'ar has called for evidence of the theft, while Ukrainian President Volodymyr Zelenskyy confirmed that a ship carrying Ukrainian grain has reached Israeli waters. Previously, Israel allowed the vessel Abinsk, loaded with wheat from occupied Ukrainian territories, to dock at Haifa port.

In response, Ukraine is urging Israel to take immediate action, including:

  • Seizing both the vessel and its cargo;
  • Conducting an urgent search;
  • Confiscating all ship and cargo documentation;
  • Collecting grain samples for forensic analysis;
  • Interrogating crew members.

Ukrainian Foreign Minister Andriy Sybiha has warned that Russia is building a massive shadow fleet, which could destabilize the region further. The European Union is also considering sanctions against Israeli individuals and entities involved in receiving Russian ships carrying stolen Ukrainian grain.

How Israeli authorities handle the seizure request could set a significant precedent for international cooperation against Russian aggression and its economic warfare tactics. The ongoing investigation and potential EU sanctions reflect a serious commitment to protecting Ukraine's interests on the global stage.

In light of Ukraine's ongoing efforts to reclaim its stolen agricultural products, the situation surrounding the Panormitis has drawn significant attention. As the Ukrainian government escalates its demands, the implications of this case extend beyond the vessel itself, highlighting the broader issue of grain theft from occupied territories.
