A New Framework for Military Service

According to ХВИЛЯ: Ukraine is developing a new framework to provide military personnel with clearly defined service terms and a guaranteed deferment period after their contract ends. This initiative is part of a broader strategy to transition towards a professional, contract-based army, as explained by Pavlo Palisa, Deputy Head of the President's Office, in an interview with Radio Free Europe/Radio Liberty. He emphasized that even currently mobilized Ukrainian citizens will have the right to sign such contracts, offering them greater certainty. This move addresses a key demand from troops and their families for predictable service durations amid the ongoing conflict.

Shifts in Mobilization Policy

A corresponding draft law was prepared by the previous Minister of Defense and submitted to Ukraine's parliament, the Verkhovna Rada. The current Defense Minister, Mykhailo Fedorov, has paused the process to refine the document, with a new version expected shortly. Member of Parliament Fedir Venislavsky has also stated that Ukraine is preparing changes to its mobilization approaches, with new rules potentially being presented in the coming months.

'Contracts, which even already mobilized Ukrainian citizens will be able to sign, are aimed at obtaining clear terms of service and a smooth transition from a mobilized army to a contract one' - Pavlo Palisa.

Palisa noted that the request for defined service terms is understandable and that the government will attempt to implement it through the contract system. Defense Minister Mykhailo Fedorov has announced work on a comprehensive mobilization reform, confirming the government's intent to improve military service conditions in the country.

The introduction of fixed service terms and the opportunity for mobilized personnel to sign contracts could significantly alter military service approaches in Ukraine. This also reflects the state's intention to reduce uncertainty for service members and their families, a crucial aspect given the prolonged military situation.
