According to ХВИЛЯ: Ukraine is preparing to launch a test version of a new state platform called 'Horizon' (Obrii), designed to streamline the process of registering for unemployment benefits and accessing support services remotely. This initiative aims to modernize the country's employment system and will be integrated into the popular government services app, 'Diia.' The test version (MVP) is scheduled for release in the spring of 2026, with a focus on serving residents of smaller towns and villages.

Core Platform Functions

The 'Horizon' platform was developed to address labor shortages and the challenges people face when seeking retraining, particularly targeting manual labor sectors in small communities. A key feature will allow large employers to bulk-upload job vacancies via an API system, simplifying the job search for unemployed citizens. This development is part of a broader digital transformation in Ukraine, leveraging technology to improve public service delivery.

Official data shows that the number of registered unemployed individuals in Ukraine reached 358,000 in 2025. Initially, the platform will focus on three critical areas:

• Automating social support services;
• Managing education grants;
• Providing aid to people in occupied territories.

The implementation timeline calls for the test launch via 'Diia' in spring 2026, with a full-scale electronic employment service slated to begin in the third quarter of 2026.

Oleksandr Tsybort, a representative of the initiative, stated: 'A key objective is to direct state grants to where businesses genuinely need them. To achieve this, 'Horizon' must effectively connect employers and specialists by working with large datasets.'

This project has the potential to significantly streamline communication between the state, employers, and workers, thereby increasing the efficiency of Ukraine's labor market.
