#WelcomeEUkraine: What Does 'Screening' Mean?

According to МЗС: The #WelcomeEUkraine series explains key terms in Ukraine's path toward the European Union. Screening is the first step in the EU accession negotiation process. It covers 33 negotiating chapters, grouped into six clusters and three areas. The exercise involved two phases: explanatory sessions from February to May 2024, and bilateral sessions held between 8 July 2024 and 30 September 2025. A total of 34 bilateral meetings took place.

During screening, the European Commission and the candidate country jointly review how well national legislation matches EU law, known as the acquis. This review is carried out in three areas, following the EU enlargement methodology revised in 2020. The process consists of two main parts:

  • explanatory meetings;
  • bilateral meetings.

Explanatory meetings are designed to walk candidate countries through the EU legal rules for each negotiating chapter. Bilateral meetings, sometimes referred to as bilateral screening, involve a joint comparison of the candidate's laws, strategic planning documents, institutional arrangements, and administrative capacity against EU standards.

The resulting screening reports helped shape Ukraine's National Programme for Adaptation of Ukrainian Legislation to EU Law (NPAA). This marks an important step for Ukraine's continued integration with the EU, giving both sides a clearer sense of where alignment remains needed.

Screening is a critical checkpoint in Ukraine's European integration, as it helps measure how ready the country is to meet EU requirements.
