The new strategy places primary emphasis on reinforcing 110 kV substations, which have emerged as a primary target for Russian strikes. These systematic attacks on facilities in frontline regions pose widespread risks to the entire country’s energy system.

Introducing a Second Layer of Grid Protection

The government is now implementing a second tier of defense for the energy system.
