A new step-by-step evacuation guide is now available to civilians in active conflict zones

Why does this matter?

According to Рубрика — Суспільство: An information campaign titled “It will be difficult, but in the end everything will be fine” is currently underway in Ukraine. Its goal is to help residents of frontline and border communities through the evacuation process. According to the report “Survey on the State of Protection in Ukraine,” around 60% of these residents are afraid to leave for an unknown destination, mainly because they worry about their finances. This fear is so strong that more than 30% of people refuse evacuation even after the evacuation transport has already arrived.

What is the solution?

As part of the campaign, a step-by-step evacuation guide has been created. It explains the four key stages of the process: transport, transit center, accommodation, and financial support. The initiative also provides a one-time payment of UAH 12,300 for every evacuated person, as well as monthly payments for internally displaced people.

Oleksii Riabykin, a representative of the campaign, said: “We understand how heavy the decision to evacuate can be: leaving home, familiar routines, and often part of one’s family. That is why we launched an information campaign that answers the key questions: how does the departure work, where are people taken, who will help with housing, and what payments can a person expect. We want fear of the unknown to no longer be the reason people stay in danger. Our goal is for everyone making this decision to know that they will not be left alone.”

How does it work?

Since 2022, the government hotline 1548 has handled more than 11,000 evacuation-related requests. In total, since the start of the full-scale invasion, this hotline has received 1.4 million requests from Ukrainians. The campaign is implemented by the Ministry of Restoration, Infrastructure and Transport of Ukraine together with the Ministry of Communities, Territories and Internally Displaced Persons of Ukraine.

The donors of the “Partnership for a Strong Ukraine” program include the governments of the United Kingdom, Estonia, Canada, Norway, Finland, Switzerland, and Sweden, highlighting the international support behind the initiative.
