According to Пенсії (RSS): Ukraine has officially outlined which groups of people are entitled to receive housing subsidies. This targeted state support is available to Ukrainian citizens, foreigners, and stateless individuals who legally reside within the country. The key condition for receiving this aid is a low income level that prevents them from covering their utility bills independently.

Groups Eligible to Apply for the Subsidy

• Individuals who have declared the residence as their official place of living;

• Internally displaced persons (IDPs) who have obtained certificates linked to specific residential addresses.

“A housing subsidy is a targeted government benefit granted to Ukrainian citizens, foreigners, and stateless persons, provided they reside lawfully in Ukraine and, due to low income, cannot fully pay for housing and utility services on their own,” said Alona Krasnova, Deputy Director of the Department for Pension Provision, Insurance Payments, Social Services, Subsidies, and Benefits at the Pension Fund of Ukraine.
