Changes to Gas Distribution Invoices in Ukraine

According to Radiotrek — Світ: Starting October 1, 2026, Ukrainians will see updated gas distribution bills featuring a single standardized format aligned with EU requirements. These changes were approved by the National Energy and Utilities Regulatory Commission (NKREKP) under resolution No. 541. Consumers will now have the option to receive a combined invoice covering both gas distribution and supply, and they can choose between paper and electronic formats for their bills.

Under the new rules, gas distribution companies must adopt a uniform invoice template by October 1, 2026. A key innovation is the ability to consolidate charges for distribution and supply on a single page, giving consumers a clear breakdown of what they are paying for. The choice of document format will be up to the consumer, which is especially important for those planning to use electronic billing.

Calculation Rules and Tariffs

The payment procedures remain unchanged: customers must submit their meter readings by the 5th of each month and make payments no later than the 25th. Residential gas tariffs stay the same, ranging from 7.96 to 9.99 hryvnias per cubic meter, with the lowest fixed rate offered by the company Naftogaz. Monthly variable offers can reach up to 27.99 hryvnias per cubic meter.

Consumers do not need to take any action to switch to the new invoice format, as the transition will happen automatically. The stated goal of these changes is to improve transparency in gas payments and simplify the process for consumers. All gas distribution network operators must comply with these requirements by the deadline, ensuring uniform payment documents across Ukraine.

The introduction of new gas distribution bills in Ukraine, meeting EU standards, represents a significant step toward greater transparency and convenience for consumers.

The standardized invoice format will help eliminate confusion and streamline the payment process, which is expected to positively impact the relationship between consumers and gas suppliers. Document unification will also make tariffs and payment terms clearer for end users.
