Regulations on the use of military insignia in Ukraine
According to hvylya.net: Since 2019, strict legislation has been in force in Ukraine regarding the use of military insignia by civilians. According to Article 186-8 of the Code of Ukraine on Administrative Offenses, responsibility is established for wearing military uniforms with distinguishing marks of military personnel by persons who are not entitled to do so.
Who can officially wear military uniforms
According to Order No. 606 of November 20, 2017, the right to wear military uniforms is granted to:
- military personnel of the Armed Forces of Ukraine
- military reservists during training
- cadets and students of military educational institutions
- reservists during training
- individuals released from military service in reserve or retired with the right to wear military uniforms
Sizes of sanctions and specifics of application
It is only possible to fine a civilian for wearing the uniform of the Armed Forces of Ukraine if it bears the distinguishing marks of the Armed Forces. The penalty system includes:
For the first violation:
- fine from 2550 to 3400 hryvnias
- confiscation of the uniform
For repeated violations within a year:
- fine from 3400 to 6800 hryvnias or community service for a period of 30 to 40 hours
- confiscation of the uniform
Current state of control in 2025
In the case of the first violation, law enforcement may limit themselves to a verbal warning, however, practice shows an increase in control. There is corresponding judicial practice in the Unified State Register of Court Decisions, indicating active application of these norms.
It is important to understand that responsibility for wearing a camouflage occurs only when there are distinguishing marks of military formations or ranks. Wearing camouflage clothing without patches, insignias, and other distinguishing signs remains permitted for civilians.
