Pension Eligibility Criteria Announced for Ukrainians with Disabilities
Disability Pension Payments in Ukraine
According to ХВИЛЯ: Individuals with disabilities in Ukraine qualify for state pension benefits, which vary based on the disability group and the applicant's insurance record. Approval depends on meeting specific requirements, including submitting a complete set of documents that prove eligibility. The primary reasons for denial are lack of entitlement to a pension and incomplete documentation.
Required Documents for Pension Application
To apply for a pension, you must submit a standard application form along with the following:
- Ukrainian passport or a temporary ID card;
- Proof of residence or registration;
- Confirmation of insurance history;
- A medical certificate.
For military personnel, a certificate from a military medical commission is mandatory. Additional documents that may be required include:
- A salary statement covering 60 months prior to June 30, 2000;
- Records of financial support and insurance contributions;
- Proof that the applicant is not receiving a pension from the Russian Federation based on registration there;
- A declaration confirming the absence of citizenship in an aggressor state.
Pensions are granted to those with an insurance history ranging from one to 15 years. The required length of insurance coverage depends on the age at which the disability was diagnosed. Disability Group 1 entitles recipients to 100% of the old-age pension, Group 2 to 90%, and Group 3 to 50%. Notably, the period from the date of disability diagnosis until the age of 60 is counted toward the insurance record.
Applications can be submitted within three months of the disability diagnosis; in such cases, payments are backdated to the diagnosis date. If the application is submitted later than three months, payments begin from the date of application. Grounds for refusal and the full list of necessary documents are provided by the Diia service. Additional documents proving special status may be required if applicable.
