From 2026, Ukraine will introduce a unified social assistance system: what will change for families

Starting from January 1, 2026, a unified system of social assistance for low-income families will be introduced in Ukraine. This initiative has been supported by the Government, as reported by MP Oleksiy Honcharenko.

The corresponding draft law has been approved by the Government, said MP Oleksiy Honcharenko.

Under the new system, the basic social assistance will replace several existing types of assistance, which are currently provided (for low-income families, single mothers, large families, persons with disabilities, etc.). The amount of this assistance will depend on the family's income, but cannot be less than the minimum subsistence level.

In addition, the following changes will be implemented:

  • assistance will be provided on a targeted basis;
  • registration will be simplified and transferred to digital format through Diia and administrative services centers;
  • administration of payments will be handled by a separate authority.

Payments

Oleksiy Honcharenko noted that the new assistance system will replace various and scattered payments, and the total amount of assistance for vulnerable categories of the population will be increased. This will simplify bureaucracy and allow for quicker access to funds.

The draft law for the implementation of the new system will be submitted to the Verkhovna Rada for further consideration. It is worth noting that earlier it was announced that the minimum wage in Ukraine would be raised for the first time since 2024.
