How to Get Compensation for Damaged Housing in Ukraine

According to Міністерство інфраструктури: Ukraine has launched a procedure for receiving compensation for damaged or destroyed housing under the eRecovery program. This initiative was introduced in response to Russia's large-scale strikes on Ukrainian cities, including the Kyiv, Kharkiv, Odesa, Poltava, and Zaporizhzhia regions. Homeowners whose properties have been damaged or destroyed by shelling are now eligible for financial assistance.

Steps to Claim Compensation

To obtain compensation for damaged housing, applicants must follow several steps:

  • Ensure the property is registered in the State Register of Property Rights.
  • Submit a notification about the damaged property via the Diia portal or mobile app.
  • Open a special bank account for carrying out repairs.
  • Apply for compensation through the eRecovery service in Diia, at a Administrative Service Center (TSNAP), or with a notary.

After that, applicants only need to wait for the commission's decision, which can take up to 30 days, and provide additional documents if required.

In case of repeated damage to the property, owners should open a 'Repair Report' under the previous application, indicate that the property was damaged again, and submit a new notification and a fresh compensation claim. For those whose housing has been damaged, it is necessary to file an informational notice through Diia, verify the accuracy of ownership data in the State Register, and update it if needed. Then, they should submit a compensation application through Diia, TSNAP, or a notary and await the commission's decision.

Thus, the eRecovery program offers crucial support to Ukrainians affected by aggression, enabling them to restore their homes and return to normal life.
