Reserve+ Glitch Erases Deferment Records for Ukrainians With Permanent Disabilities

According to ХВИЛЯ: Oleksandr Fediienko, a member of Ukraine's parliament, says a malfunction in the Reserve+ app is causing Ukrainians who have permanent disabilities to lose their displayed mobilization deferment automatically. The deferment status disappears without any notification and without decisions from Territorial Recruitment Centers (TCC) authorities. According to Fediienko, he has received numerous complaints from people with permanent disabilities experiencing this issue.

What's Behind the Malfunction and How to Respond

The deputy blames the glitch on missing or incorrect data in the Unified Information System of the Social Sphere (UISSS). During an automated check, the system fails to find records confirming the disability, and as a result the deferment disappears. Fediienko's recommendation is to visit the local social protection authority (USZN) at one's place of residence to have the records updated.

For those who need a deferment urgently, Fediienko advises submitting paperwork through an Administrative Service Center (TSNAP) or through another legally defined procedure. "If the deferment is needed right away, don't wait for the registries to be updated. Submit the required documents via TSNAP or a procedure prescribed by law," he stressed. He added that if these suggestions don't solve the issue, people should contact his public reception office with a detailed description of their situation.

"For now, this is based on numerous citizen reports and preliminary analysis of how state information systems are functioning," Fediienko concluded. He urges anyone affected not to wait but to take the necessary steps to restore their rights.

The situation highlights how critical accurate data in state information systems is, since errors can have serious consequences for people with disabilities. It's important for everyone in a similar position to know they can approach the relevant authorities and get the support they need to have their rights reinstated. Reserve+ is the official app used for military records in Ukraine, making such glitches particularly sensitive during ongoing martial law.
