Ukrainian Delegation Engages with IAEA on Zaporizhzhia NPP Safety and Winter Energy Preparedness

Discussions at the 70th IAEA General Conference

According to Рубрика — Політика: During the 70th General Conference of the International Atomic Energy Agency (IAEA) held in Vienna, Anatolii Kutsevol, Ukraine's Deputy Minister of Energy for European Integration, led a series of significant bilateral talks with international partners. These meetings focused on the safety of the Zaporizhzhia Nuclear Power Plant (NPP), the restoration of the New Safe Confinement structure at the Chernobyl NPP, and Ukraine’s energy system readiness for the upcoming winter season, alongside advancing integration with European energy and nuclear sectors.

Main Points of Discussion

In a meeting with IAEA Director General Rafael Grossi, the Ukrainian delegation addressed the current situation at the Zaporizhzhia NPP, emphasizing the urgent need to restore reliable external power supplies and ensure secure conditions for necessary maintenance work. They also discussed the continuation of IAEA missions at key substations critical for nuclear safety. Grossi highlighted ongoing efforts by the IAEA to mobilize donors for supplying essential electrical equipment to these facilities.

A major topic was the international support required for the reconstruction of the New Safe Confinement at Chernobyl. The Ukrainian side reviewed the funding schedule and mechanisms for attracting global assistance. Additionally, meetings with representatives from the European Commission’s Directorate-General for Energy and international partnerships covered Ukraine’s integration into the EU internal energy market, aligning national legislation with Euratom standards, and reforming the nuclear sector. Plans were made to continue consultations on legislative and institutional reforms in this field.

The preparation of Ukraine’s energy infrastructure for the winter and the urgent need to equip facilities for post-attack recovery were also discussed. In talks with officials from Sweden, the United States, the United Kingdom, France, Germany, and Australia, Ukraine outlined its current energy sector needs.

Anatolii Kutsevol remarked: "We deeply appreciate the consistent international support and practical assistance provided to Ukraine’s energy sector. This cooperation is mutually beneficial: we receive vital help to restore our energy system and maintain the safe operation of our nuclear plants while sharing the experience gained from operating under continuous threats."

Furthermore, the Ukrainian delegation shared practical insights into protecting energy infrastructure and preparing for crises. Discussions explored how Ukraine’s experience could enhance the resilience of European energy systems. These engagements underscore the crucial role of international collaboration in energy security and sustaining Ukraine amid ongoing challenges.

Reflecting on the outcomes from the IAEA General Conference, it is clear that global support remains essential for rebuilding Ukraine’s energy network, especially given the current adversities.
