Drone Assault Targets Moscow and Its Suburbs

According to ХВИЛЯ: In the early hours of September 20, 2023, Ukrainian drones launched an attack on Moscow and the Moscow region, igniting large fires at the Kapotnya oil refinery, the logistics tech park 'Sof'yino' warehouses, and a local thermal power plant. Air raid warnings in Moscow began at 3:19 a.m., with Russian monitoring channels reporting air defense activity by 3:51 a.m. The assault was still ongoing at 5:27 a.m., during which residents discovered debris resembling an unknown missile similar to the Ukrainian FP-5 'Flamingo.' However, there has been no official confirmation that the FP-5 missile was employed.

Significance for Regional Energy Security

The Kapotnya oil refinery is among Russia’s top ten largest refineries, supplying roughly 40% of Moscow and Moscow region’s petroleum needs. With an annual processing capacity of 11 million tons of crude oil spread over 284 hectares, the facility operates more than 30 processing units, including catalytic and thermal cracking, as well as reforming systems. Its product range includes:

• diesel fuel
• aviation kerosene
• bitumen
• sulfur
• polymers

This is not the refinery’s first encounter with attacks in 2023; it previously suffered fires from drone strikes on June 16 and June 18.

Moscow’s mayor, Sergey Sobyanin, described the latest drone attack as "the most extensive to date." He also stated that Russia’s air defenses reportedly intercepted 1,600 drones over the course of the day. The disruption forced Aeroflot to cancel and reschedule flights due to airspace restrictions over Moscow. The explosions were audible even in the cities of Voronezh and Ryazan.

Earlier in June 2023, drones such as the FP-1, 'Lyutiy,' and Shahed-style UAVs were used against oil refineries, with reports suggesting that Kapotnya’s production might not resume before year-end. The September 20 strike appears to be part of the ongoing military conflict affecting critical infrastructure in the area.
