Rustem Umerov's Visit to Turkey

According to Главком: Ukraine's Secretary of the National Security and Defense Council, Rustem Umerov, held a series of high-level meetings with Turkish officials during a working visit to Ankara. The discussions centered on regional security, ongoing negotiations, and the exchange of prisoners of war. This diplomatic engagement underscores Turkey's unique role as a mediator with ties to both Kyiv and Moscow.

During the visit, Umerov met with the head of Turkey's National Intelligence Organization, Ibrahim Kalin, and held talks with Foreign Minister Hakan Fidan on February 24. He briefed his Turkish counterparts on the latest round of negotiations in Geneva and the current security situation in the region. Umerov noted they held substantive discussions on:

  • Current security challenges;
  • The progress of negotiation processes;
  • Further coordination in light of the situation on the front lines.

Special attention was paid to humanitarian issues, particularly the repatriation of Ukrainian citizens from Russian captivity.

Head of the President's Office, Kyrylo Budanov, expressed hope that a prisoner exchange would take place this week. On February 5, 157 Ukrainians were returned from Russian captivity, including soldiers from the Armed Forces, the National Guard, the State Border Service, as well as civilians. The majority of those returned on February 5 had been held captive since 2022. Rustem Umerov also emphasized Turkey's importance as a partner and a key platform for dialogue, stating that

'Kyiv and Ankara continue their systematic cooperation on matters of security and stability in the Black Sea region.'
