New housing programs in Ukraine
The government of Ukraine is discussing new housing programs during a meeting of the Ministry of Community and Territorial Development of Ukraine, the Council of Europe Development Bank, and the Ministry of Finance. Relevant topics included the results of housing programs for 2024-2025 and plans for 2026, including the continuation of the compensation program for destroyed housing.
The budget for the compensation program for destroyed housing for 2024-2025 is 200 million euros. Under the first phase of the HOME program, funded with 100 million euros, 2290 families were able to purchase new housing with housing certificates. In the second phase, HOME-2, also funded with 100 million euros, more than 1500 families received the opportunity to purchase housing. It is planned that over 3600 families will receive assistance for buying housing.
eRestoration program and new initiatives
The eRestoration program has demonstrated its effectiveness, as over 150 thousand families have utilized its opportunities. Within the compensation program, more than 29.7 thousand families received assistance for destroyed housing, of which nearly 4 thousand families received compensation through the HOME project. The planned funding for the HOME-3 program in 2026 will amount to 200 million euros, and a grant project of the European Commission and the CEB for 10 million euros is planned for January 2026.
Moreover, the 'Housing for IDPs' project has a budget of 50 million euros, of which 25 million euros have already been received. The total potential of the 'Housing for IDPs' program amounts to over 1400 loans. A project proposal for a new housing support program for internally displaced persons from temporarily occupied territories in the amount of 120 million euros has also been developed. All these initiatives aim to support Ukrainians seeking new housing in the context of the changed socio-economic situation.
These government initiatives reflect the country’s efforts to overcome the effects of the conflict and provide housing for people who have lost their homes.
Considering the significant scale of internal displacement, the implementation of such programs is an important step towards stabilizing the housing market and supporting the social structure in Ukraine.
