The government announces 10 billion for winter payments: who will receive 1000 hryvnias
The Cabinet of Ministers of Ukraine expects about 10 million applications for one-time assistance of 1000 hryvnias within the winter support program. This was reported by the Minister of Social Policy, Family and Unity Denis Ulyutin during a conversation with journalists. According to him, nearly 10 billion hryvnias are allocated in the state budget for these payments. Another 4.4 billion is earmarked for one-time payments of 6500 hryvnias for Ukrainians who have been most affected by the war or are in difficult life circumstances. 'The Ministry of Social Policy is focused on supporting people in difficult life circumstances, families with children, internally displaced persons, people with disabilities, and the elderly. In total, there are about 15 million people receiving some form of state support in Ukraine,' emphasized Ulyutin. He added that the funds allocated under the program can be used to pay for utility services, medications, warm clothing, and other basic needs. Applications for the 1000 hryvnias payment will be accepted from November 15 to December 15, 2025. After that, funds will be disbursed gradually. It is expected that the support can be utilized within six months, although the final deadline is still being coordinated. Last year, more than 14 million Ukrainians received such assistance. According to Prime Minister Yulia Sviridenko, 57% of the received funds were spent on utility services. The government currently forecasts a lower number of applications due to the shorter submission period. Yulia Sviridenko responded to allegations of populism regarding the program. 'I do not consider this populism. The war continues, we are not becoming wealthier, this program is meant to support people in the winter period,' the Prime Minister noted. She reminded that similar remarks were made last year when the payments of one thousand hryvnias were launched for the first time. Last year, one-time assistance under the 'Winter eSupport' program was received by opening a special national cashback card at one of the partner banks. The funds allowed for payment of utility services, medications, transport, mobile communication, books from Ukrainian publishers, or to be donated to support the defense. Let us also remind that Ukrainians will start receiving social assistance and benefits under new rules.
