Transition to the electronic format of military registration documents

According to ХВИЛЯ: The government of Ukraine has transferred military registration documents into electronic format, which is an important step in simplifying military accounting processes. The primary document for conscripts is now the reserve ID in the 'Reserve+' application. This transition aims to reduce the risks of document loss and forgery. The changes were announced by First Deputy Prime Minister Yulia Svyrydenko on December 10.

The Cabinet of Ministers of Ukraine has updated resolutions No. 1487 and No. 559, which regulate this process. It is important to note that the electronic military registration document has the same legal force as the paper one, according to the Cabinet of Ministers' resolution of May 16, 2024. This provides a legal framework for using electronic documents in military accounting.

Functionality of the 'Reserve+' system

The 'Reserve+' system works in conjunction with the 'Oberig' registry, allowing for effective management of conscript data. In the 'Reserve+' application, users can obtain information about their status, including:

  • On record
  • Removed from the record
  • Excluded from the record
  • Not on record
  • Data being clarified
  • Wanted
Yulia Svyrydenko noted that 'the transition to electronic documents reduces the risks of loss or forgery and simplifies military accounting processes.'

These changes aim to modernize the accounting system in Ukraine and enhance its efficiency. The transition to the electronic format of military registration documents is part of Ukraine's overall strategy for digitizing government services, which can significantly improve management and control over conscripts. Given the current challenges, such measures aim to ensure greater transparency and security in processes related to military accounting, which is particularly relevant in the context of conflict and military mobilization.
