The government supports frontline regions: new salaries for doctors, shelter schools, and billions in the budget
Support for Ukraine's Frontline Regions
According to Кабмін: The government of Ukraine pays special attention to frontline regions, adopting a support package for the population, businesses, and communities, as well as making investments in educational security and other areas. In particular, the Cabinet of Ministers has adopted a support package for frontline regions in 2022, covering 230 communities where 6.6 million Ukrainians live.
As part of the support, doctors in frontline territories will receive salaries of up to 35,000 hryvnias. In addition, 25,000 teachers received bonuses of 4,000 UAH. In 2025, it is planned to invest in the construction of 96 underground shelter schools, and in 2024, 1 billion hryvnias have been allocated for the construction of shelters in kindergartens. To ensure energy stability, a special reduced tariff for natural gas for cogeneration plants in frontline areas has been introduced - 19,000 UAH per thousand cubic meters. The interest rate on loans for investment purposes in frontline territories is 1%.
Funding and Support Programs
By the end of the year, 13 grants for recovery have been financed for a total of 148.8 million hryvnias. The state also compensates 100 kWh of electricity per person monthly during the cold months, and 282,000 families received payments totaling 180 million hryvnias. In the State Budget for 2026, additional funds for frontline territories have been allocated: 10.6 billion hryvnias in subsidies and 30.9 billion hryvnias for lost income compensation.
