Ukraine Accelerates Grid Integration of Cogeneration, Surpasses 1 GW Capacity

Government Fast-Tracks Cogeneration Plant Connections

According to Главком: The Ukrainian government is implementing measures to speed up the process of connecting cogeneration plants to the national power grid. This initiative has already integrated over 1 GW of capacity, marking a significant step in bolstering the country's energy system stability amidst ongoing hostile attacks. A special Coordination Center has been established to oversee this effort, and regional military administrations are required to conduct a full inventory of all equipment and submit the results to the Ministry of Energy and the Ministry of Community, Territories, and Infrastructure Development. Cogeneration, which simultaneously produces electricity and useful heat, is a key technology for enhancing energy efficiency and resilience.

Strict Requirements and Oversight for Implementation

Under the government's directives, regional military administrations must compile and verify a comprehensive list of all cogeneration installations, including those not yet connected to the grid. This list must be submitted to the Ministry of Energy and the Ministry of Community, Territories, and Infrastructure Development. The State Service of Ukraine for Energy Supervision will ensure this information is continuously updated on a dedicated public dashboard. These administrations, in cooperation with local governments and state-owned distribution system operators, are mandated to swiftly connect all available installations and immediately commence the production of electricity and heat.

The Cabinet of Ministers has also emphasized the need to streamline the connection process for cogeneration units to all networks. The State Energy Supervision and the National Energy and Utilities Regulatory Commission are tasked with constant monitoring to ensure the process is effective. A single-window service for business inquiries is operational on the Pulse platform. Officials responsible for connecting cogeneration facilities will be held personally accountable for any abuses or failures to implement government decisions. The government is also working on additional incentives for businesses to make the installation and connection of cogeneration units faster and easier.

"Cogeneration plants can provide heat and electricity that the country could be receiving right now," said Yulia Svyrydenko, First Deputy Prime Minister and Minister of Economy.

The government continues to enact decisions aimed at connecting all existing cogeneration units owned by businesses and communities, including those received from international partners, as rapidly as possible.

The deployment of cogeneration is a crucial component of Ukraine's energy strategy, especially during wartime when critical infrastructure is at risk. This approach will not only ensure a more stable energy supply but also reduce dependence on traditional energy sources, thereby enhancing national energy security. Accelerating their grid integration and power generation is therefore a critical step for supporting economic activity and social stability across Ukraine.
