The government expands air defense: critical infrastructure will receive weapons and create its own groups
Expansion of air defense capabilities in Ukraine
According to Кабмін: The government of Ukraine has expanded the capabilities of involving critical infrastructure enterprises in the state air defense system. The changes made to the experimental project approved in November 2025 allow enterprises to create air defense groups and receive additional weapons.
New rules and requirements
According to the new rules, critical infrastructure enterprises, regardless of ownership, can form their own air defense groups. Clear requirements for the composition of these groups are being introduced, and personnel will undergo training and certification in institutions designated by the Ministry of Defense. The government is also updating the procedure for inventory, storage, accounting, and use of air defense means and ammunition.
The command of the Air Forces of the Armed Forces of Ukraine (AFU) has the opportunity to temporarily transfer air defense means and ammunition to enterprises. This concerns weapons that are currently not used by combat units. The replenishment of used ammunition will occur through a simplified procedure based on a report of actual expenditures.
“All decisions are made under the control of the military command and within the framework of the unified air defense system of the AFU” - Yulia Svyrydenko, Prime Minister of Ukraine.
These legislative changes highlight the importance of cooperation between the state and the private sector in ensuring the security of the country. Involving critical infrastructure enterprises in the air defense system can significantly enhance the effectiveness of air defense, especially given current threats. Moreover, this may contribute to the creation of new jobs and the improvement of personnel qualifications, which will positively affect the overall level of security in Ukraine.
