According to Главком: The Cabinet of Ministers of Ukraine has adopted Resolution No. 1709, which allows for the simultaneous issuance of an ID card and a passport. This service is available to all citizens, including children under 14 years old. The issuing procedure has become permanent, simplifying the receipt of important documents for Ukrainians.

Where to submit documents

Citizens can submit documents for the issuance of ID cards and passports at:

  • units of the State Migration Service (SMS)
  • centers for providing administrative services (CPAS)
  • 'Passport Service' centers

The processing time for documents outside of Ukraine can take up to three months, which should be considered when planning trips.

According to the new rules, teenagers obtaining their first ID card at 14 years old pay only for the passport fee. It is also worth noting that the government has returned standard restrictions on the validity of passports. It should be reminded that on the fifth day of the full-scale invasion of the Russian Federation, a temporary procedure for extending the validity of passports was introduced. The Verkhovna Rada also changed the rules for issuing passports of the 1994 sample, and on October 23, the people's deputies adopted Resolution No. 13369, which regulates the procedure for filling out paper passports.

Thus, the new changes in the document issuance procedure aim to simplify life for Ukrainians by allowing them to receive two important documents simultaneously.
