The government has added UAH 240 million for housing insulation: who will receive grants
The government has increased the authorized capital of the Energy Efficiency Fund
The government has decided to increase the authorized capital of the Energy Efficiency Fund by UAH 240 million. These funds are provided by a new budget program 'Functioning of the Energy Efficiency Fund' within the changes to the State Budget for 2025.
The increase in authorized capital is necessary to support state energy modernization programs and the restoration of housing, insulation of buildings, installation of accounting devices, restoration of damaged buildings, and implementation of modern energy technologies.
This will allow attracting another 20 million euros in donor funds from international partners, including the EU and the German government, which finance up to 80% of the Fund's programs.
The received funds will be allocated to key programs: 'Energodim' (insulation), 'VidnovyDIM' (restoration of buildings damaged by war), and 'GreenDIM' (solar stations).
Plans for the future
In 2025, it is planned to finance 328 projects across the country:
- 144 projects 'Energodim' – UAH 124.8 million;
- 112 projects 'VidnovyDIM' – UAH 49.05 million;
- 72 projects 'GreenDIM' – UAH 66.09 million.
Reference: The Energy Efficiency Fund is a state institution created in 2018 according to European standards. Its mission is to reduce energy consumption in the housing sector, decrease CO₂ emissions, and fulfill Ukraine's international obligations under the EU and the Paris Agreement.
Despite the war, the Fund has maintained the continuity of program work, expanded advance payments, and paid over UAH 2.4 billion in grants since 2022.
The authorized capital of the Energy Efficiency Fund has been increased to support the work of state programs on energy modernization and housing restoration. This will also allow attracting additional funds from international partners and implementing key energy efficiency projects across Ukraine in the coming year.
