According to Главком: The Cabinet of Ministers of Ukraine has approved decree No. 1503-r on the allocation of UAH 3.1 billion for the purchase of weapons and military equipment. The funds for this purpose were formed from the savings of the general fund expenditures in 2025. The largest part of the funding was redirected from the State Judicial Administration of Ukraine, which received UAH 1.37 billion. The Office of the Prosecutor General received UAH 990 million, and the Ministry of Digital Transformation received UAH 614.4 million.

Consortium loan agreement

In addition, six Ukrainian banks signed a consortium loan agreement for a total amount of UAH 21.5 billion under state guarantees. The loan period will be three years. The Ministry of Defense of Ukraine has been working on the implementation of this agreement for more than four months.

Changes to the defense procurement procedure during martial law provide for the introduction of long-term contracts, which can contribute to more effective use of allocated funds.

These measures indicate the intensification of efforts by the Ukrainian government in the area of defense spending, which is particularly important against the backdrop of the ongoing armed conflict.
