The government has postponed the electronic excise: when the system for alcohol and tobacco will start working
Postponement of the introduction of the electronic circulation system
According to Главком: The Cabinet of Ministers adopted a resolution that postpones the introduction of the electronic circulation system for alcoholic beverages, tobacco products, and liquids for electronic cigarettes. According to the new deadlines, the mandatory use of the electronic system and electronic excise stamps has been moved from January 1, 2026, to November 1, 2026. The testing period for the system's software has also been extended until October 11, 2026, inclusive.
In addition, the deadline for returning paper stamps to the seller has been moved to May 1, 2027. This decision was the result of an appeal by the European Business Association to the authorities in September 2025, requesting to delay the launch of the e-Excise system. According to the law adopted in 2023, Ukraine was to abandon paper excise stamps starting January 1, 2026.
Quality standards and effectiveness of control
The updated resolution also implements an additional quality standard for printing the electronic stamp. The graphic element, in particular the DataMatrix code, may correspond to grade B according to the ISO/IEC 29158 standard. These changes are aimed at ensuring more effective control over the circulation of alcoholic beverages and tobacco products in Ukraine.
The introduction of the electronic circulation system for alcoholic beverages and tobacco products in Ukraine is an important step in the fight against smuggling and the illegal circulation of these goods. The postponement of implementation deadlines indicates the need for additional time for proper system testing and preparation of market participants for the new requirements. This decision also highlights the importance of cooperation between the state and business in the process of adapting to new technologies and standards.
