Ukraine Sets New 2026 Fuel Price Caps for Subsidies and Benefits
Revised Fuel Price Caps for Subsidies
According to Пенсії (RSS): The Ukrainian Cabinet of Ministers has set new maximum fuel prices for state subsidies and benefits for the year 2026. These caps are part of an annual review process. The projected figures are 4,602.57 hryvnias per ton of solid fuel and 460.26 hryvnias for 50 liters of liquefied gas. These values are calculated by indexing the base prices from 2016, factoring in forecasted consumer price indices.
This annual adjustment is mandated by Cabinet Resolution No. 356 from April 23, 2012. The calculation starts from the 2016 base prices of 2,000 hryvnias for solid fuel and 200 hryvnias for liquefied gas. Each year, these amounts are indexed according to the projected consumer price index for that specific period, a standard method for updating social benefit calculations.
Projected Consumer Price Indices
The forecasted consumer price index for 2026 is 109.9%. To determine the final subsidy caps, a cumulative indexation coefficient of approximately 2.3013 is applied, derived from the projected annual indices from 2017 through 2026:
- 2017: 1.112
- 2018: 1.09
- 2019: 1.074
- 2020: 1.116
- 2021: 1.073
- 2022: 1.062
- 2023: 1.053
- 2024: 1.097
- 2025: 1.095
- 2026: 1.099
This series of indices illustrates the ongoing trend of rising fuel costs in Ukraine, which directly impacts household expenses for heating and other essential needs.

Given persistent inflation and rising global energy prices, these adjustments are expected to significantly affect household budgets, particularly during the high-demand winter heating season. This policy is crucial for many families, as subsidies help mitigate the burden of energy costs. Consequently, monitoring further government support initiatives will be vital for households navigating increased energy expenses.
