Ukraine Launches Interest-Free Loans for Disaster Victims, Offering Up to 430,000 Hryvnias for Resettlement

A New Financial Support Mechanism for Citizens

According to Главком: Prime Minister Yuliia Svyrydenko has announced a new state program to provide financial assistance to citizens forced to relocate due to emergencies. This initiative offers one-time, interest-free loans to help families establish themselves in a new location. This support is part of the government's broader effort to address the humanitarian challenges stemming from the ongoing war and other crises.

Affected families are eligible for a loan of up to 50 times the minimum wage, which currently amounts to approximately 430,000 hryvnias. The state will fully compensate banks for interest, ensuring the loan remains interest-free for recipients. These funds are strictly designated for resettlement purposes and must be repaid within a maximum period of 15 years.

How to Apply for the Loan

An adult family member must apply through the local government authority at their new place of residence. The program covers all types of emergencies defined by current legislation. The Ministry of Internal Affairs is expected to publish detailed explanations soon regarding the full list of required documents and the technical application procedure.

Yuliia Svyrydenko stated that the state's task is to help people return to normal life more quickly and ensure domestic stability for their families. A forced relocation should not mean the loss of one's livelihood.

In addition to this new interest-free loan program, the Cabinet of Ministers has announced other support initiatives. Starting February 2, entrepreneurs can access a government energy support package, which includes payments of up to 15,000 hryvnias for individual entrepreneurs and zero-interest loans for energy equipment. Furthermore, applications for the 'SvitloDim' (LightHome) program opened on January 30, providing support for multi-apartment buildings to achieve autonomous power supply during prolonged blackouts.

What can the loan funds be used for? Citizens may spend them on:

• Purchasing property and essential household items;
• Buying equipment necessary to create adequate living conditions in a new home.

To apply for the payment, an individual must submit an application along with a certificate confirming they were recognized as a victim of an emergency. After the documents are approved, the payment will be made by an authorized bank selected through a state competition.

This program represents a significant step in supporting citizens facing difficult circumstances due to emergencies. By providing interest-free loans, the government aims to help people rebuild their lives more swiftly, which in turn contributes to social stability in the country.
