New Defense Procurement Experiment Aims for Speed

According to Главком: The Ukrainian government has initiated an experimental project designed to rapidly acquire, test, and implement innovative solutions for its defense forces. This grants the Ministry of Defense the authority to use a simplified procurement process for innovative products, enabling frontline units of the Armed Forces of Ukraine (AFU) to receive cutting-edge technology for battlefield testing. This move is part of a broader effort to modernize Ukraine's defense capabilities in response to the ongoing conflict.

Defense Minister Mykhailo Fedorov has signed an order establishing a new approach for procuring unmanned aerial vehicles (UAVs). Under this new mechanism, the demand for drones will be shaped directly by data and needs identified from actual combat operations. This is intended to ensure that troops are supplied only with equipment proven to be effective in real-world conditions.

Overhauling Procurement Systems

In a related development, the Cabinet of Ministers has introduced a new mechanism for procuring vehicles for the Defense Forces. The government has also granted the Defense Procurement Agency the status of a centralized procurement organization, a step intended to increase overall efficiency in this critical sector. The Defense Procurement Agency DOT has already ramped up its purchases of engineering mines and ammunition for drones to record levels.

  • In just the first three months of 2026, the agency supplied over half of all the mines and ammunition delivered throughout the entire year of 2025.

These sweeping reforms to Ukraine's defense procurement system underscore the state's commitment to adapting and responding swiftly to evolving security challenges.
