Revised Regulations for Headstones at the National Military Memorial Cemetery

According to Главком: On February 11, 2026, the Cabinet of Ministers of Ukraine approved updated specifications for headstones and memorial plaques at the National Military Memorial Cemetery (NMMC). These new regulations define the permitted types of monuments, the format for inscriptions and images, and set separate standards for unidentified defenders and for the columbarium. This move formalizes the visual identity of the nation's primary military burial ground, which honors those who have fallen in defense of Ukraine.

The new rules stipulate that the graves of fallen defenders will be marked with monuments made of light-colored natural stone, in the form of a cross or a slab with rounded edges. The front face of the monument will feature:

  • the image of the Ukrainian trident;
  • a monochrome portrait (if available);
  • the surname, first name, and patronymic;
  • dates of birth and death;
  • military rank (if applicable).

At the request of relatives, additional elements such as religious symbols, a call sign, the name of the military unit, or an epitaph may be added. The surname will also be inscribed on the reverse side of the monument.

For the graves of unidentified military personnel and police officers who died as a result of armed aggression, a cross-shaped monument will be erected. Its front side will bear the inscriptions 'Unknown Defender of Ukraine' and 'Identification in Progress,' along with the unique body code (number) assigned in accordance with Order No. 428 of the Ministry of Health of Ukraine, dated March 8, 2022.

The final list of inscriptions and symbols must be approved by the state institution 'National Military Memorial Cemetery' in coordination with the Ministry of Veterans Affairs. Furthermore, for those killed in action but buried elsewhere, a memorial plaque with their name and dates will be installed in the NMMC museum complex. A commemorative slab of light-colored natural stone will also be placed on each columbarium niche.

Significance of the New Regulations

It is important to note that the first named burial at the National Military Memorial Cemetery took place on September 10, 2025, with Viktor Klymchuk being the first defender interred. Subsequently, on January 29, 2026, the Supreme Court of Ukraine ruled that the transfer and change of designated use for a land plot in the Markhalivskyi Forest in the Kyiv region for the NMMC was illegal.

The approval of these new monument and plaque rules represents a significant step in honoring the memory of Ukraine's fallen defenders. It underscores the state's commitment to the families of the deceased by ensuring dignified and uniform grave markings. However, the Supreme Court's ruling on the land use issue highlights the legal complexities surrounding the memorial's development, emphasizing the need for strict adherence to the law in such sensitive national projects.
