Ukraine's Government Approves Aviation Development Strategy Through 2030 and Establishes Center to Coordinate Flight Resumption

According to Міністерство інфраструктури: As part of its broader efforts to rebuild and modernize, Ukraine has set up an Interagency Coordination Center tasked with developing a new safety framework for civil aviation and airport operations. This center's primary goal is to prepare the conditions needed to reopen the country’s airspace – a critical step toward restoring commercial flights.

National Civil Aviation Strategy for 2030

At the same time, the Cabinet of Ministers has endorsed the Civil Aviation Development Strategy for Ukraine through 2030. Drafted by a Working Group under the Ministry of Development, the plan aligns with the National Transport Strategy of Ukraine and adheres to International Civil Aviation Organization (ICAO) standards. It represents a formal roadmap for reviving air connectivity and integrating the country into the European aviation framework.

Key Strategic Priorities

The strategy focuses on four main areas:

  • modernizing airports and air navigation infrastructure;
  • integrating Ukraine into the European aviation area;
  • developing multimodal transport links;
  • implementing up-to-date aviation safety standards.

These measures are expected to improve passenger service quality and enhance the overall safety of air travel. The approved strategy also fulfills Ukraine’s Eurointegration commitments, underscoring the importance of aligning with EU rules and international norms.

By laying out a clear path for aviation sector development through 2030, the government aims not only to restore flights but also to boost the country’s investment appeal and rebuild trust among international partners and travelers. Strengthened security and deeper integration into Europe’s aviation network are seen as essential for the industry’s long-term recovery and growth.

As the government sets forth its ambitious aviation strategy, experts suggest that civil aviation in Ukraine could be operational again within 3 to 5 months if the right conditions are met. This timeline highlights the urgency and potential for revitalization within the sector, complementing the newly approved framework aimed at modernizing the country's air transport infrastructure.
