Revised State Aid Program for Agricultural Producers

According to ХВИЛЯ: The Ukrainian government has overhauled its state aid mechanism for farmers who have suffered losses due to Russia's military aggression and extreme weather. A key change is the expansion of eligibility to include producers operating in areas of potential or active combat. Compensation will be up to 4,700 hryvnias per hectare of damaged crops, with a single farm eligible for payments covering no more than 2,000 hectares per single insured or emergency event. This policy is part of broader efforts to sustain a critical sector of the national economy during the ongoing conflict.

State of the Agricultural Sector

In 2025, the area of affected farmland reached nearly 166,000 hectares. The Kherson region suffered the greatest damage, accounting for one-third of all documented crop losses. The revised aid mechanism aims to provide targeted support to farmers in frontline areas who are working under extraordinarily difficult conditions.

According to Taras Vysotskyi, the adopted changes will help partially cover losses and preserve production potential, which is critical for the country's food security.

The updated state aid program is a crucial step in supporting the agricultural sector amid war and extreme climate. Given the significant agricultural losses, particularly in Kherson Oblast, these innovations could be key to ensuring stability in Ukraine's food security. Supporting farmers in high-risk zones is vital for sustaining the economy and ensuring food supply for the population.
