Changes to the defense procurement process
According to Главком: The Cabinet of Ministers of Ukraine has approved changes to the defense procurement process during martial law, which introduce long-term contracts for the procurement of goods, works, and services. Long-term contracts will be concluded for the entire production cycle for goods, works, and services from the list 'Weapons of Victory'. This will allow state customers to plan their expenditures and needs in the defense sector more effectively.
Financing and new opportunities
Needs will be formed for the current year and the two subsequent budget periods, which should ensure stability in financing defense projects. The updated approach to advance payments is also an important aspect of the innovations; their size and timing will be tied to the stages of work execution, allowing for better control over contract performance.
Moreover, six Ukrainian banks have signed a consortium credit agreement for an amount of UAH 21.5 billion with a term of three years. The implementation of this agreement opens new opportunities for the defense industry, which, in turn, will contribute to strengthening Ukraine's defense capability. The Ministry of Defense has been working to create conditions for the implementation of the consortium for more than four months.
From now on, state customers have the right to conclude contracts for the procurement of goods, works, and services from the list 'Weapons of Victory' for the entire production cycle.
