Ukraine-Poland Relations Under Strain

According to Главком: Polish Prime Minister Donald Tusk has confirmed receiving a letter from Ukraine’s third president, Viktor Yushchenko, calling for collaborative efforts to manage the countries' bilateral relationship. Tusk noted that he has received several signals from Ukrainian politicians on this matter. He also commented on a recent decision by Ukrainian President Volodymyr Zelensky to grant an honorary name to a Ukrainian Armed Forces unit in tribute to the Heroes of the Ukrainian Insurgent Army (UPA), calling it ill-advised. Tusk expressed hope that Ukraine would take the first step to ease tensions in their bilateral ties.

The Polish government believes that the plan to establish a Ukrainian National Pantheon is deepening the conflict between Kyiv and Warsaw. On June 19, Polish President Karol Nawrocki decided to strip Volodymyr Zelensky of the Order of the White Eagle. Several Ukrainian officials have announced they would return Polish awards, and Zelensky stated he has already sent the order back to Poland by mail.

Russia’s Role in the Dispute

Donald Tusk also noted that Russia has an interest in maintaining friction between Ukraine and Poland. He emphasized that there was no doubt Moscow would try to exploit the situation, given the large number of Ukrainian refugees and migrants in Poland and Warsaw’s strong support for Kyiv’s defense against Russia since the war began.

However, progress will require addressing sensitive issues that cause disagreements and finding a compromise that serves both sides’ interests.
