Defense Procurement Course Updated in Army+ App: New Focus on EW Systems and Drones

Defense Procurement 2.0: Course Refresh

According to Мін. Оборони: The Army+ platform has rolled out an updated version of its Defense Procurement 2.0 training course, featuring refreshed video lessons and an updated regulatory framework. This revision aligns with the latest legislative changes governing defense acquisitions. New modules have been introduced specifically covering the procurement of electronic warfare (EW) equipment, unmanned systems, and Ukrainian-made drones.

Designed for military personnel responsible for acquisitions, logistics, supply chain management, and material support, the course now includes:

• Guidelines for newly appointed authorized procurement officers;
• Advice on procurement planning and drafting technical specifications;
• A comparison of different procurement methods based on complexity and timelines;
• Step-by-step procedures for open tenders, simplified purchasing, and using the Prozorro Market platform;
• Dedicated materials on procuring unmanned systems, EW tools, fortifications, and domestically produced drones.

Additionally, the course offers clarifications on VAT treatment in defense procurement, breakdowns of common mistakes, and real-world examples from State Audit Service monitoring. It covers the entire procurement cycle-from needs assessment to contract signing. In total, the program contains 48 video lessons, includes quizzes after each module, a final exam, and the option to earn an electronic certificate. The updated course is now available in the Training section of the Army+ app.

Revamping the Defense Procurement 2.0 course marks a significant step in improving military personnel qualifications and streamlining acquisition processes within the defense sector.
