This move is part of a broader reorganization within the department. Currently, a disciplinary complaint against Kropyva is under review by the Qualification and Disciplinary Commission of Prosecutors (QDCP). The commission is tasked with determining appropriate disciplinary actions, which could include Kropyva’s dismissal from the prosecution service. It is important to note that neither the filing of suspicion nor the imposition of preventive measures automatically warrants immediate dismissal. Suspension is only possible following a decision by an investigative judge or the QDCP.

Investigation and Legal Proceedings Against Serhiy Kropyva

Acting Prosecutor General Anton Kovalsky has formally requested the QDCP to expedite the disciplinary review and suspend Kropyva from his duties. On September 4, the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) initiated an investigation targeting a criminal organization led by a senior official from the Prosecutor General’s Office. The following day, these agencies announced the unmasking of a network involved in receiving and laundering funds from fraudulent call centers. According to the investigation, the official established this group in mid-2025, recruiting both prosecutors and close associates. Members accepted bribes in exchange for allowing the illicit call centers to operate, laundering the proceeds through complex schemes.

On September 6, the High Anti-Corruption Court imposed a preventive measure on Serhiy Kropyva, ordering detention with the option of a 120 million UAH bail. Prosecutor General Ruslan Kravchenko denied any involvement in shielding the fraudulent call centers. Additionally, a SAPO prosecutor suggested that Kropyva may have supervised renovation work at Kravchenko’s residence in Kozyn.

"The Acting Prosecutor General’s order has restructured the International Cooperation Department, including the abolition of the Deputy Head position held by S.V. Kropyva," stated Maryana Haivska.

Haivska emphasized that the law outlines a strict list of grounds and procedures for dismissing prosecutors. "Simply being notified of suspicion or placed under preventive detention does not constitute grounds for dismissal," she said. Suspension can only occur through an investigative judge’s ruling or as part of disciplinary proceedings following a QDCP decision.
