Overhaul of Employee Draft Exemption Policies in Ukraine

According to Главком: Due to a shortage of available personnel for mobilization, Ukraine is considering changes to its rules on deferring workers from military service. According to Serhiy Nahornyak, a member of parliament on the Verkhovna Rada Committee for Energy and Housing Services, one potential way to replenish the army is by partially canceling exemptions for employees at Ukrainian enterprises. Previously, state policy focused on retaining skilled workers in critical industries, especially the energy sector.

Representatives of the Armed Forces of Ukraine will be permitted to recruit qualified professionals from businesses by revoking their deferments. Serhiy Nahornyak stated:

“These are perfectly normal people, specialists, and of course the Armed Forces want to bring them in.” - Serhiy Nahornyak

He also emphasized that “enterprises employ people without restrictions, qualified experts-and accordingly, they are viewed as a resource for strengthening the military.”

Reform of the Ukrainian Army

Against this backdrop, President Volodymyr Zelenskyy announced the launch of a reform of Ukraine's armed forces. Throughout April, key reform directions were agreed upon: military command and the government defined a formula for changes, including the extension of martial law and general mobilization in Ukraine. The president signed bills No. 15197 and No. 15198, which prolong these measures for another 90 days starting May 2, 2026.

As a result, Ukraine is exploring new avenues to mobilize skilled specialists, which could significantly shape the future course of military operations in the country. It is worth noting that these adjustments may prove critical for supplying the army with necessary personnel-a highly pressing need during wartime. The revision of exemption rules reflects the state's efforts to adapt its policies to current challenges and military requirements.
