• scattering storage and delivery operations instead of centralizing them.

Yet the ministry's estimate is that these factors will not cause a dramatic jump in food costs-only up to 2.5%.'

Beyond that, Ukraine has enough storage capacity for vegetables, including the borscht ingredient set, with sufficient harvest volumes expected. Some shops may offer a narrower range of certain goods, but that does not indicate shortages.
