According to hvylya.net: The Ukrainian pension system underwent significant changes more than twenty years ago when the system of labor pensions was completely abolished and an insurance model was introduced.

Before 2004, pensions were paid according to a complex system of labor contributions, which included various categories of recipients, such as old-age pensions, disability pensions, survivor benefits, service pensions, and social pensions for those without sufficient work experience.

Radical changes were introduced by Law No. 1058-IV, which was adopted in July 2003. This law led to a complete restructuring of the pension system, changing it to a new three-component model.

Today, the modern pension system is based on pensions for old age, disability, and the death of a breadwinner. The main criterion for awarding a pension is the amount of paid insurance contributions rather than previous labor income.

Experts emphasize that modern pension payments depend solely on insurance contributions, so it is important for workers to be responsible in their employment status and contributions. This reform complies with international standards of pension provision, making the system more transparent and fair.

In 2025, Ukrainian pensioners can expect an indexation of payments by almost 17%, which will be an additional improvement in their financial situation.
