According to ХВИЛЯ: In Ukraine, wearing a military uniform without authorization is classified as an administrative offense, carrying penalties that include fines and confiscation. Since 2019, Article 186-8 of the Code of Ukraine on Administrative Offenses has prohibited individuals outside the defense sector from donning military uniforms adorned with insignia of the Armed Forces of Ukraine or other lawful military formations. For a first-time violation, offenders face a warning or a fine ranging from 150 to 200 times the tax-free minimum income. As of May 8, 2026, this amounts to between 2,550 and 3,400 hryvnias. In such cases, the uniform or its components are subject to mandatory confiscation. If a person commits a second offense within a year, the fine increases to between 3,400 and 6,800 hryvnias. Alternatively, the court may impose community service lasting 30 to 40 hours. Confiscation of the military uniform is unavoidable upon a repeat offense.

Only specific categories of individuals are legally entitled to wear military uniforms. These include:

  • active service members of the Armed Forces of Ukraine and other security agencies;
  • reservists and conscripts during official training assemblies;
  • cadets and lyceum students at specialized military educational institutions;
  • veterans who have been honorably discharged or retired with the formal right to wear the uniform for distinguished service.
