Military Personnel to Fill New Deputy Defense Roles in Ukraine’s Local Councils
Overhaul of Ukraine’s National Resistance System
According to ХВИЛЯ: Ukraine is restructuring its national resistance framework by creating new deputy positions within local councils specifically dedicated to defense matters. These roles will be occupied by active-duty service members seconded by Ukraine’s Minister of Defense. The initiative aims to bridge military expertise with civilian governance, a move that Deputy Minister of Defense of Ukraine, Lieutenant General Yevhen Moysiuk, says will significantly improve coordination between the civilian and military sectors. Notably, these positions will remain part of local government structures even after peacetime is restored.
Strengthening the Legal and Administrative Framework
The Ministry of Defense of Ukraine has also announced enhancements to the legal framework and management processes to support these reforms. A key improvement is the simplification of procedures for emergency modifications to aviation equipment. Previously, updating documentation for such changes could take months; now the timeline has been shortened, enabling faster responses to defense requirements.
In addition, the private sector is being brought in to bolster air defense capabilities. Private developers are collaborating with the Armed Forces of Ukraine to counter mass attacks using Shahed-type drones. Moysiuk remarked,
“Our bureaucracy is not as rigid as in many European countries, but we are striving to be even more flexible.”
These changes are designed to make the national resistance system more efficient and adaptable to emerging threats.
