Military Personnel to Fill New Deputy Defense Roles in Ukraine’s Local Councils

Overhaul of Ukraine’s National Resistance System

According to ХВИЛЯ: Ukraine is restructuring its national resistance framework by creating new deputy positions within local councils specifically dedicated to defense matters. These roles will be occupied by active-duty service members seconded by Ukraine’s Minister of Defense. The initiative aims to bridge military expertise with civilian governance, a move that Deputy Minister of Defense of Ukraine, Lieutenant General Yevhen Moysiuk, says will significantly improve coordination between the civilian and military sectors. Strengthening the Legal and Administrative Framework

The Ministry of Defense of Ukraine has also announced enhancements to the legal framework and management processes to support these reforms. In addition, the private sector is being brought in to bolster air defense capabilities. Private developers are collaborating with the Armed Forces of Ukraine to counter mass attacks using Shahed-type drones. Moysiuk remarked,

“Our bureaucracy is not as rigid as in many European countries, but we are striving to be even more flexible.”
