Mass gatherings 'special permission' banned in Ukraine, - media

The government has made changes to the procedure for approving public events. Now, organizers of mass events in Kyiv must obtain prior approval from the General Staff of the Armed Forces of Ukraine. These changes were made in accordance with the Prime Minister's order of August 23, 2025.Yuliya Svyrydenco, who initiated the proposal, noted: 'Considering the requirements of the law on the legal regime of martial law, I ask that when planning mass events, their mandatory approval with military commands in the area of their responsibility be ensured, and in Kyiv – with the General Staff of the Armed Forces.'As a result, all event organizers must first obtain permission from the General Staff and then apply to the Kyiv City Military Administration. The new rules also apply to other regions of Ukraine, where event approval is also required from the relevant military commands. The new rules should be known to all stakeholders and authorities.
